Position Summary

The Technical Team Lead will oversee the technical aspects of the USAID BEST Activity, focusing on developing and implementing innovative educational solutions to improve Khmer literacy and “Read-to-Learn” abilities among grade 4 students. This role will support capacity building for MoEYS counterparts and ensure the integration of inclusive development principles.

Key Responsibilities:

• Provide technical direction and oversight for all project activities.

• Lead the design, testing, and refinement of Khmer literacy packages and extracurricular activities for grade 4 students.

• Develop and implement teacher training and mentoring programs to improve literacy teaching competencies.

• Ensure alignment of project materials with MoEYS curricula and educational standards.

• Collaborate with MoEYS, USAID, and other stakeholders to ensure project sustainability and scalability.

• Conduct robust evaluations of project interventions and document lessons learned.

• Promote gender equity and inclusive education principles in all project activities.

Qualifications:

• Master’s degree in Education or a related field.

• At least 10 years of experience in education, including curriculum development and teacher training.

• Strong technical expertise in literacy education and project-based learning.

• Proven ability to work collaboratively with government ministries and education partners.

• Excellent communication skills in Khmer and a good command of English.

• Experience with USAID-funded projects or similar international donor programs.

Preferred Qualifications:

• Experience with inclusive education practices and gender-responsive approaches.

• Familiarity with the Cambodian education system and USAID’s CLA Framework.
