Online Learning Platform for Mediation and Legal Protection Guidelines

In collaboration with the Australia‐Cambodia Cooperation for Equitable Sustainable Services (ACCESS) Program, a five‐year (2018‐2023) initiative funded by the Australian Government to improve the sustainability, quality, and inclusiveness of services for persons with disabilities and women affected by gender‐based violence (GBV) in Cambodia, and the Ministry of Women’s Affairs (MoWA), Glean developed an Online Learning Platform to provide training on mediation and legal protection guidelines for GBV service providers.

In collaboration with the Australia‐Cambodia Cooperation for Equitable Sustainable Services (ACCESS) Program, a five‐year (2018‐2023) initiative funded by the Australian Government to improve the sustainability, quality, and inclusiveness of services for persons with disabilities and women affected by gender‐based violence (GBV) in Cambodia, and the Ministry of Women’s Affairs (MoWA), Glean developed an Online Learning Platform to provide training on mediation and legal protection guidelines for GBV service providers. The platform aims to enhance the capacity of service providers—both state and non-state—by offering accessible, self-paced training tools in Khmer, ensuring GBV service providers have the resources to respond effectively to GBV cases.

Challenge

ACCESS Cambodia and MoWA identified the need to transition from in-person training to a digital platform that could reach a broader audience. This transition became critical during the COVID-19 pandemic, where access to physical training sessions was limited. The challenge was to create a user-friendly and scalable solution that could handle large volumes of users, deliver comprehensive training materials, and ensure that the content was engaging and relevant for GBV service providers.

Solution

Glean Asia responded to this challenge by designing and developing a Learning Management System (LMS) tailored to MoWA’s requirements. Using our Growth Framework, which prioritizes human-centered design and iterative development, we engaged stakeholders at every phase of the project to ensure the platform met their needs. The solution provided a flexible, Moodle-based LMS, integrated with OTP registration for security and the ability to track users’ progress.

  • Architecture & Design: We designed a system architecture that included customized roles and permissions for administrators, teachers, and students. We built a course category system to organize the training materials into distinct modules, allowing MoWA to easily manage the content for different user groups.
  • Content Development: In partnership with MoWA and ACCESS Cambodia, we developed online learning modules that focused on legal protection guidelines for GBV service providers and the limited use of mediation as a response to GBV. These modules were created with interactive elements, including quizzes, assignments, and forums to enhance learning engagement.
  • Capacity Building: Glean Asia provided comprehensive training and support to MoWA on managing the LMS and online content. This ensured that MoWA’s team could independently maintain and update the system in the future, supporting the long-term sustainability of the platform.

Technical Approach

The development of the LMS followed an agile methodology, split into several key phases:

  1. Scoping: We reviewed existing training documents and proposed three LMS options, eventually selecting Moodle as the most cost-effective and scalable solution for MoWA’s needs.
  2. Development: We customized the Moodle platform to support user registration via OTP for enhanced security and integrated self-paced learning modules. The system also included progress tracking, certifications, and forums to facilitate peer-to-peer learning.
  3. Training and Testing: Glean Asia conducted training workshops with MoWA staff and GBV service providers to ensure they were comfortable using the system. We collected feedback and made iterative improvements based on user testing.

Impact and Results

The Online Learning Platform has significantly improved the accessibility and scalability of training for GBV service providers in Cambodia. With this platform, MoWA can now train service providers remotely, reducing the logistical challenges of in-person sessions while ensuring that high-quality, standardized training materials are available to all.
